Supervisor: Finance and Administration Manager
Other reporting responsibilities and internal cooperation parties:
Shanta Foundation (SF) Finance & Admin Team, Program Team, Procurement Committee, Consortium and Implementing Partners, and Senior Management Team (as relevant).
Primary purpose of the position:
The Finance Officer oversees the overall financial management of the “Voices of Change: Building Futures Through Creativity, Identity, and Action in Nepal” project funded by the European Union (EU) and implemented by three consortium partners.
The role ensures efficient planning, monitoring, reporting, and compliance in line with SF policies, EU regulations, and national regulations. It includes maintaining accurate financial records, supporting budget planning and revisions, ensuring compliant financial reporting, transparent grant disbursement, monitoring, documentation, and providing financial guidance to consortium partners.

Main Tasks
Accounting, Budgeting and Finance:
- Ensure finances align with consortium partner plans, SF and EU regulations, and project work plans
- Assist with annual and periodic budget development, revision, and consolidation
- Oversee daily financial transactions ensuring accuracy, authorization, and documentation
- Prepare cash-flow planning and forecasts
- Monitor expenditures and provide monthly financial reviews
- Prepare EU project financial reports with the Finance Coordinator and Manager
- Ensure accurate coding, posting, and uploading of transactions in SF systems
- Prepare bank reconciliations, cash counts, and supporting schedules
- Process reimbursements and advances
- Support year-end closing and reporting deadlines
Compliance & Internal Controls:
- Ensure compliance with national laws, SF policies, and EU requirements
- Support internal and external audits
- Maintain organized and audit-ready documentation
- Support implementation of internal control measures
- Improve risk mitigation mechanisms
Financial Support to Third Parties (FSTP) Grant Administration:
- Oversee the full FSTP grant cycle in line with SF and EU regulations
- Ensure timely grant disbursement
- Review grantee financial reports and documentation
- Monitor grantee finances and provide capacity support
Coordination and Assistance:
- Provide ongoing financial advice to consortium partners
- Lead financial coordination meetings
- Update partners on EU compliance standards
- Support financial monitoring visits
Code of Conduct & Safeguarding:
- Ensure compliance with code of conduct, safeguarding, and anti-corruption policies
- Promote ethical and transparent financial practices
Other & Special Tasks:
- Perform additional duties as assigned by the line manager
Competence, Experience, Knowledge & Skills Required:
- Bachelor’s degree in Accounting, Finance, or related discipline
- Minimum 5 years relevant financial management experience (INGO preferred)
- EU-funded project experience is an asset
- Strong knowledge of internal controls, compliance, and accounting principles
- Advanced Excel and accounting software skills (Unit 4 preferred)
- Strong analytical, organizational, and ethical skills
- Fluent in written and spoken English (Nepali required)
Interaction Required:
Communication with SF teams and consortium partners, including banks, tax authorities, auditors, suppliers, stakeholders, and visitors.
Representation and Substitution:
Attend forums and activities to represent Shanta Foundation.
